Equity & Community Engagement


The Department of Equity & Community Engagement was established in November 2005 by City Ordinance 11767, to cultivate an environment of understanding, respect, and equality of rights for the diverse cultural populations of Chattanooga. It seeks to encourage understanding and goodwill, promote justice, and work toward eliminating discriminatory practices between and among the citizens of Chattanooga because of race, religion, national origin, age, sex, disability, or ethnicity. Individuals who feel that they have been discriminated against should contact the City's Compliance Officer at 423-643-8240.

The Department of Equity & Community Engagement Goals:

  1. Provide the resources and information small, minority, and women-owned businesses need to compete for business opportunities with the City of Chattanooga.
  2. Work to promote goodwill among City of Chattanooga employees. Open up employment and promotion opportunities within the City to under-represented groups.
  3. Be a presence in the community, promoting diversity and inclusion on behalf of the City of Chattanooga.
  4. Serve as a liaison to the LGBTQ+ community on behalf of the Mayor and City Government.

Title VI, and related statutes and regulations, prohibit discrimination on the basis of race, color, national origin, sex, disability, and age in programs and activities receiving federal financial assistance.

The City of Chattanooga is a recipient of federal financial assistance. If you believe that you have been discriminated against, please contact the City Compliance Officer at 423-643-8240 or morgan_an@chattanooga.gov to address your concern.

Once you have contacted the Compliance Officer, we will review the form and submit it to our Human Resources Department Director, City Attorney, or Equity & Community Engagement for further review.
